Assault / investigation

1/25, 645 Main St.  Officers responded to a fight in progress.  Upon their arrival they saw a male on ground bleeding from the face.  Description of a suspect was dispatched, officers approached a male at scene, who appeared to be changing his coat, confronted him, informed him he fit description of perp, cuffed him, took him to where victim was, who could not identify him.  Man was released.  NYPD responded.

Trespass

1/16, L, ground, 546 Main St.  Arrest (2).  Officer saw two youths sitting at scene for approximately ten minutes, without authorization.  Officer issued each youth a C summons and released them.

1/16, D4, 510 Main St., Arrest (3).  Officer observed 3 youths at scene, requested additional officers, the former were escorted to PSD, each issued a C summons and released.

1/21, 8th floor, 555 Main St.  Officers responded to scene for person banging on doors.  Upon arrival they saw female youth, who said she was doing a fund raiser for school.  She was escorted out of bldg., informed not to return, because what she was doing was trespassing.  The youth had been selling candy.

1/22, Q, 1st, 560 Main St., Arrest 3 (1 for criminal possession of marijuana).  Two were issued C summons for trespass.  Officer responded to stairwell Q, 1st floor, Sgt. was at scene with three perps, who were escorted to PSD.  Perp in possession of marijuana was transported to 19 Pct. where drug was vouchered.

Criminal mischief

1/17, street, 645 Main St. Officers responded to front of school, where school bus's rear window had been broken.  Youths from PS 217 who had been standing in front of school bus fled.  A game between two schools had been played.  Principal and PS 104's coach were informed.  School Safety called NYPD.

1/18, rear hall, 580 Main St.  Resident phoned PSD, stated there was broken glass on floor.  Officers responded, saw window adjacent to stairwell V-4 missing and glass on floor, which RIHM employee swept up.  Officers searched area with negative results.

1/19, south gate adj., 1 Main St.  RIOC employee informed officer that unk person(s) had caused minor damage to gate.  Employee said he would fix it.

1/19, 7D, 688 Main St.  Officer noticed that vehicle had passenger side front window shattered with glass inside and on floor, documents strewn about, but no damage to dashboard.  Officer contacted owner via Motorgate, spoke with owner who responded to scene, nothing was missing.  NYPD refused.

1/19, 688 Main St.  Officer saw that vehicle's passenger window was shattered with glass inside and on floor.  Owner responded, after inspecting vehicle stated mini cassette, $100; radar detector, $100; computer/tape recorder, $150; and miscellaneous other items were missing.  Victim said he would report it to 114 Pct. on his own.

1/19, 6A, 688 Main St.  Officers responded to scene for report of vehicle having been broken into, victim discovered right door and handle partially removed.  Owner said only his Motorgate access card was missing.  Officers tried to check surveillance tape, but video was missing.

1/20, 6B, 688 Main St.  While officer was in Motorgate office, a victim's wife reported that their car's lock was tampered with and Motorgate access card had been taken and that card was used to exit Motorgate.  NYPD refused.

1/20, 5D, 688 Main St.  While patrolling officers noticed a car's driver's side lock had been forced open and windows and sunroof was open.  Victim was contacted, responded, stated nothing was missing.  NYPD refused.

1/20, 6D, 688 Main St.  Officers responded to scene for report that vehicle's passenger's door lock was off and resting on door. Missing from vehicle was Motorgate access card.  Victim refused NYPD. "Motorgate attendant stated that card had not been removed from the computer access records has not been removed from the garage use of listed card has been prohibited."

1/20, hall, 4 River Road.  Security at 2/4 River Road informed officer that 3 light fixtures on second-floor hall were smashed by two unknown perps.  Officers searched area with negative results.

1/20, 6B, 688 Main St.  While conducting a motor patrol, officer noticed a vehicle's driver's side rear window shattered - with glass inside/outside vehicle.  Motorgate manager was unable to check computer for owner's name.

1/21, 6B, 688 Main St.  Follow-up to criminal misconduct directly above.  Motorgate attendant was able to furnish officer with owner's name, who will be out of city until 2/1.  Officer retrieved $45.90 and miscellaneous other items, which were secured at PSD.

1/24, basement, 575 Main St.  RIHM super informed PSD Duty Officer that unknown person had damaged video camera by pulling cord and small plate from wall.  Officer searched area with negative results.  Video tape was played, perp not seen.  NYPD refused.

1/25, courtyard, 576 Main St.  Officers responded to scene for two unidentified males slashing tires of unknown vehicle.  Upon arrival they noticed that driver's side window was shattered, a dent in door and the four tires had been slashed.  Victim notified and stated damage was approximately $500.  Victim will call NYPD.  Vehicle was towed off-Island.

1/26, hall, 540 Main St.  Female informed officer that she was visiting friend at location and saw unknown male standing in front of friend's apartment smoking what appeared to be an illegal substance.  She and male had verbal dispute during which he threatened her life.  Subsequently female exited apartment and noticed door bell was burned.  RIHM notified, NYPD refused.

1/30, street, 688 Main St.  Arrest.  While on north-bound traffic duty at 40 River Rd., because south-bound traffic was stopped by another officer, because of a hazardous condition and while five other cars were stopped at scene, one driver failed to comply with other officer's order and went around.  When ordered to pull over, he almost struck officer, used foul language, additional officers were requested, responded and placed male under arrest.  He was issued four summonses and released.

1/31, laundry, 536 Main St.  RIHM maintenance employee reported to officer that kids playing in area had thrown two baseballs through window, breaking same.  He said it was 3rd time that had occurred.  NYPD refused.

Harassment

1/17, front of 560 Main St.  Female resident informed officer that she was walking into the building when male youth, whom she identified by name, screamed sexist and foul language at her.  She screamed at him to leave her alone, refused NYPD, however, requested that an officer speak with the youth.  An officer spoke with the youth who said he would not say anything to victim again.

1/18, PS 217, 645 Main St.  Female told officer that another woman had threatened her, while she and the other female were in mediation session with the school principal.  Victim said she would go to 114 Pct.  The other female had left school after incident had taken place.

1/18, RI subway, 400 Main St., off-Island.  Officer was informed by 3 persons that as they left the train and it was leaving the station, unknown person(s) threw a milky substance on them.  Officers confirmed that afore-mentioned.  NYPD responded and officer stated that Transit Authority would investigate the matter.  PSD officers escorted victims to their apts.

1/25, sidewalk, 532 Main St.  Male in-house, said former neighbor passed him and threatened him, kept on walking towards subway.  Man refused NYPD.

Grand larceny auto

1/19, 7C, 688 Main St.  Officer responded to scene, resident unable to locate his vehicle, which he had parked the day before, escorted him through Motorgate with negative results.  NYPD responded, prepared report.  Sgt. also did foot patrol with negative results.  Motorgate Mgr. stated access card had not been used to exit.

Grand larceny

1/29, G's, 686 Main St., Arrest (2).  Gristede's security director informed officer that he had seen two males removing two boxes of batteries and placing them in two black plastic bags.  He and other security guards apprehended them, called 911, NYPD responded and arrested them, but turned arrest over to PSD.  Perps were transported to 19 Pct. and then to central booking.

Larceny

1/27, 6D, 688 Main St.  Male resident informed officer that upon returning to his vehicle, he noticed 4 hubcaps and right-hand side mirror were missing.  Victim stated he would report it at 114 Pct.  Motorgate employee informed.

1/31, 555 Main St.  Resident female in-house, stated she opened door to well dressed male, who said he was there to do some work, (she thought he was someone else.) He told her who he was.  Male did fix some things in the apartment, for which she paid him $70. Victim's sister was in apartment as well.  When young man left she noticed that a set of yellow color metal earrings, valued at $800 and fifty 50-cent pieces worth $25 were missing.  Victim and concierge identified a non-resident male as perp from photo array book.  NYPD was called, responded, prepared report.

Animal abandonment

1/16, 560 Main St.  Officer responded to apartment for abandoned dog.  Already at scene were RIHM Mgr., and supers.  Dog was barking.  Tenant vacated apartment 1/15/01.  Animal Care notified, subsequently responded, and removed dog.  Apartment door was secured.  NYPD also at scene.

Dispute

1/16, 4 River Rd., Officers responded to scene for family dispute in front of apartment about taking their child to hospital for asthma attack girl was having.  Father said he would take her in cab to hospital.  Child was given medicine.  EMS not requested.  NYPD prepared domestic incident report.

1/22, 541 Main St.  Officers responded to scene, non- resident male was at concierge's station with concierge.  Officer retrieved the former's belongings from apartment, where he had had a dispute with tenant, and they escorted the man out of building towards tram.  Apartment's resident refused to give any personal information.

1/25, lobby, 560 Main St.  Female in-house said she had had dispute with underage victim.  They were placed in Youth Officer's office. Victim said former had slapped him twice in face, latter stated he had punched her in face and been disrespectful.  Victim's mother in-house, refused NYPD, EMS for child.  There were no apparent bruises on victim's face, whose mother refused to press charges.

1/26, sidewalk, 645 Main St.  Officer saw two youths fighting at scene, brought them to PSD's Youth Officer's office, who phone parents and released youths to them.

1/28, 560 Main St.  Officer responded to 911 call with EMT for dispute between tenant and grandson, who had already left apartment upon their arrival.  Victim said there was no dispute, only that she had pain in side of face and feared she would have stroke.  NYPD and other PSD officers responded, prepared domestic dispute report for harassment, because grandson had banged/kicked on door, screaming for money.  Victim refused medical assistance.

1/28, front of 513 Main St.  Officers responded to scene for a report of two males fighting.  Upon arrival they separated them and told them to disperse.  They complied.  No injuries were incurred by either of them.

Found property

1/20, 555 Main St.  Unknown person turned in to concierge a wallet containing $85, no identification, Metrocard.

1/20, Roosevelt Island, street.  Female resident in- house, to claim wallet that had been turned in at PSD, containing $85 - she retrieved her property.

1/25, 595 Main St.  Female gave Sgt. a yellow metal 10" bracelet which she had found on sidewalk, which he secured.

1/28, Bus #6, front of 40 River Rd., RIOC bus driver found black leather purse containing some change in U.S. coins in the bus.  Purse was secured at PSD.

1/30, sidewalk, 556 Main St.  RIHM Mgr. in-house turned over to Duty Officer a radio, no label on same as to ownership, unable to determine if battery was dead or the radio was inoperable.  Radio secured at PSD.

Gas leak

1/20, 510 Main St.  RIHM super requested escort to apartment for possible gas leak.  Officer responded together with RIHM employee, tenant refused them access.  There was no smell of gas.

1/21, 4 River Rd.  Female informed officer there was a gas leak in apartment.  FDNY already at scene and had turned off gas.

1/31, 540 Main St.  Officer responded to gas smell at scene.  RIHM super and service employee responded, confirmed smell, removed top lock (tenant not home), corrected condition, placed temporary top lock and secured premises.

Graffiti

1/29, 560 Main St.  Officer noticed graffiti at scene Q7, 4, 1 and lobby.

Hazardous condition

1/18, 30 River Rd.  Male phoned PSD, complained about polyurethane fumes in his apartment, emanating from resurfacing of floors in near-by apts.  Man complained on 11/17.  Officer referring matter to Manhattan Park.

1/24, 30 River Rd.  Previous.  Male resident in- house, said they are working in 30 River Rd. with polyurethane, which has caused the stitches in his head to burn and it is hard for him to breathe.  He refused medical assistance.  It has been previously reported to Manhattan Park's General Manager.

1/30, street, 728 Main St.  Patrolling sergeant noticed vapor emanating from scene.  RIOC engineer and facilities supervisor, two power plant engineers, AVAC chief engineer responded.  Con Edison and FDNY notified.  Area was cordoned off and traffic controlled in area.  RIOC bus supervisor was notified to divert buses from area.  FDNY responded, Battalion Chief said Con Edison must handle matter.  Per Con Edison representative, the condition was caused by damaged wires, which were removed, replaced and reconnected.

Investigation

1/17, 559 Main St.  Female resident and son in-house, former said son went to G's with her credit card to purchase groceries.  Upon exiting male approached him, inquired where he was going and walked with him.  A female approached him (both perps were friendly).  She said she would tell him her phone number if he showed her G's receipt, which showed the balance of acct.  Male allegedly took G's receipt.  Subsequently son woke his mother, advised her what had transpired.  Mother checked account, there had been three debits of $101 and one of $401.  NYPD refused to prepare report, because son had not seen perps make withdrawal and missing money could be a bank error.  Woman to call bank in morning.

1/17, front of station, 400 Main St.  Male in-house said he had seen two perps shooting a BB gun on Main St.  Officers searched area with negative results.

1/17, 400 Main St., off-Island.  Anonymous male in-house said that while exiting train unknown perp(s) had thrown unknown object, which hit him on left arm which hurt him.  Man refused EMS, NYPD.  Officers searched area with negative results.  T.A. clerk informed.

1/17, 625 Main St.  Officer responded to apartment for noise complaint, but did not hear any noise. Resident became agitated, insisted incident report be written, because of frequent and unnecessary noise complaints.  She was advised to contact RIHM. Approximately an hour later, Sgt. responded to same apartment for a noise complaint, was advised noise was emanating from another apartment, whose resident stated music would be lowered.

1/21, 546 Main St.  Officer at scene for report of person burning something in keyhole, a half burned incense stick in the keyhole.  No damage occurred.

1/26, Rear of Motorgate, 688 Main St.  Officer responded to scene for report of physical dispute, saw two males running north-bound on ESW, he followed them and apprehended them, questioned them.  Youths replied unknown persons had attacked them, they refused medical assistance.  Officer searched area with negative results.

1/30, 6C, 688 Main St.  Officer saw female trying to open car that according to her she could not do from driver's side.  Officer inserted key in driver's side and it opened.  There were no scratches or signs of forced entry.  Female said glove compartment was ransacked.  She said she would go to 114 Pct.

Lost property

1/31, street, 200 Main St.  Female informed officer she had been walking when she discovered that her purse was missing from jacket pocket.  Contents were Citibank card, $50.00, and other miscellaneous items. Officer searched area with negative results.

Possession of knife

1/18, PS 217, 645 Main St.  Officers responded to PS 217 for a possible knife incident.  Underage youth was in custody.  Teacher was told youth had knife, asked youth for it and he surrendered to teacher.  NYPD responded, transported youth and teacher to 19 Pct.

Property damage

1/26, 694 Main St.  Female resident in-house, said she had returned to find back door dented.  Officer responded, confirmed damage.  NYPD refused.

Smoke condition

1/21, 595 Main St.  Officer observed FDNY at scene responding to smoke condition, FD Lt. Daly said all was in order.  Tenant was burning incense.

Suspicious male

1/17, 546 Main St.  Resident informed officer that on 1/12 or 1/13 at approximately 10:30 to 11:00 p.m., male perp rang her bell, knocked repeatedly on door and covered his face when she looked through peephole.  Woman said she was afraid, that is the reason she did not report it to PSD at the time of the occurrence.  She contacted NYPD, but response was refused.

1/24, 7B, 688 Main St.  Officer conducting patrol saw a male at scene, went to question him, the former ran into stairwell C-D before officer could exit the car.  Officer made search of area, all vehicles were in order.  But a car had key in ignition with doors secured.  Inside were car phone and other miscellaneous items.  Motorgate attendant could not contact owner.

Theft of service

1/27, subway, 400 Main St.  Non-resident taxi driver informed officer that unknown male ran out of his cab and down the subway stairs without paying $15 fare.  Officer checked area with negative results.

Unsecured vehicle

1/21, 3B, 688 Main St.  Officer noticed a vehicle with driver's window open, notified Motorgate attendant, who telephoned owner.  The latter stated he could not respond, because he was ill.

Vehicle accident

1/28, street, 531 Main St.  Female non-resident informed two officers that she was double parked at scene when door was opened and hit her car.  She told youths to be careful, they started cursing at her, ripped her windshield wiper and drove off, subsequently returning to scene.  Female passenger of car #1 said she had hurt her knee, EMS responded and refused.  NYPD prepared report.  Both sides refused to press charges.

1/31, street/breezeway, 560 Main St.  Sgt. was informed of damage sustained by RIOC red truck #1, he immediately took photos, asked two officers if either had had accident, which they both denied. He then spoke with facilities supervisor, who reported to PSD officer damage sustained.  Investigation ended.  On 1/27, another sergeant informed him where the accident had occurred and gave him five pictures that he took of breezeway wall.  Further investigation will be required.
