August 16 through September 27, 2001 AUG. 16 TO 31, 2001
ASSAULT 8/17/1, street, 579 Main St., Arrest. The perp tried to prevent a female from being transported to hospital by EMS. When officers intervened, the perp ran away and was apprehended by officers. While struggling, kicking and punching, he injured a sergeant. Perp was escorted to PSD, where he was arrested and transported to 19th Pct. for processing. Sgt. was transported to Mt. Sinai Hospital, Queens. ROBBERY 8/27/1, west seawall, 501 Main St. Male in-house, stated he met with friends at Meditation Steps, who were accompanied by three males who turned out to be perps, who asked him for money, upon refusing their request, one of them grabbed him from behind and the three of them assaulted him, took his wallet containing $20 and a MetroCard. Victim received a small cut on the left arm. He refused EMS. NYPD responded, prepared a report. CRIMINAL MISCHIEF 8/16/1, garden, 750 Main St. Resident in-house, reported six garden hoses had been cut at the Community Garden, Officer responded but was unable to gain access to garden. 8/18/1, street, 694 Main St. Non resident male and resident female informed officer that unknown person had removed door lock cylinder from driver's side of vehicle. Apparently no property had been removed. NYPD prepared report. 8/19/1, elev., 560 Main St. Officer noticed that elevator's control panel had been ripped out of wall. Officer asked a youth who was at AVAC if she had seen any person in elevator and was informed žno.ž RIHM super at scene, who placed both elevators out of service. Investigation proved negative results. 8/20/1, outer door, 540 Main St. RIHM porter informed officer that one of the outer lobby doors was cracked. 8/27/1, apt., 580 Main St. Officer responded to scene for report of damaged apt. door. Victim showed her a silver plate that covers cylinder, she said she only heard plate fall. RIHM notified. Officer noticed plate was slightly bent. NYPD refused. 8/28/1, 1-A, 688 Main St. Resident in-house, reported damage to his car. Officer responded, confirmed that unknown person had kicked rear right door, causing a dent (shoe print marks were visible.) Owner stated he did not know whether or not to notify the 114th Pct., but that he would subsequently file a report at M/G. 8/30/1, garden, 750 Main St., PETTY LARCENY. Community Garden President in-house, stated that vegetables, fruits and plants are being stolen from the garden, and that eight water hoses had been cut. Officer checked the area confirmed the aforementioned. Director was notified, and tour sergeants for the 15x23 and 23x0700 tours will be advised as well to step up patrols in the area. DISORDERLY CONDUCT 8/24/1, Northtown Park, 580 Main St. Officer observed two youths in an altercation. Y.O. and another officer responded and escorted youths to PSD, where they were issued Youth Referral reports, which were signed by members of respective families and youths were released. HARASSMENT 8/19/1, restaurant, 549 Main St. Female resident and Coler employee in-house, stated male Coler patient has been stalking for approx. two weeks. On 8/18, he left flowers for her at concierge's station. Subsequently he was watching her while she dined. NYPD was refused, but she has spoken to Coler Hospital Police to speak to the man. 8/20/1, apt., 555 Main St. Male in-house said earlier room- mate had been verbally abusive to him, that he wanted to speak with him but was afraid. He stated his shoulder hurt but refused EMS and NYPD. 8/21/1, apt., 560 Main St. Officers responded to scene for 114th Pct. on island. Female was reporting that male had assaulted her, NYPD prepared domestic violence report. Perp was not at scene. Victim refused medical assistance. 8/24/1, courtyard, 20/30 River Rd. Female in-house stated son was on his bicycle when two youths on another bicycle approached him, told him to get off bicycle and if he did not comply they would strike him with a metal object; 2nd youth rode off in his bicycle, brought it back, threatened the youth with bodily harm if he told anyone. Youth #2, made victim put sand in his mouth which he had given him and then spit it out, ordered him to leave area. Victim's mother refused to press charges. 8/25/1, pizza, 532 Main St. Pizza restaurant owner in-house, stated male entered restaurant and stated he'd been hospitalized for food poisoning and had suffered pain and suffering because of food he'd eaten at establishment. Male then left. Pizza parlor owner said the man had not supplied any documentation to verify the afore-mentioned and stated the man had eaten at his place on 8/20. The pizza parlor owner filed complaint at 114th Pct. CRIMINAL POSS. STOLEN PROPERTY 8/29/1, street, 562 Main St., Arrest. Officer observed vehicle make illegal U-turn. When stopped for license, registration, etc., perp gave officer a Learner's Permit for person who did not resemble the driver. Officer requested assistance, sergeant responded, confirmed the afore-mentioned. Perp was arrested and escorted to PSD office. NYPD on scene. Further investigation revealed perp had stolen permit from cousin. Perp was transported to 19th Pct. by PSD officers for processing and subsequently to Central Booking. The vehicle he was driving was towed. DISPUTE 8/18/1, apt., 510 Main St., Parental. Father in-house, said he was denied visitation rights to see his daughter by her mother. Sgt. investigated, mother said girl was up all night because of dental problems. Father requested IR. 8/19/1, courtyard, 576 Main St. Female resident phoned PSD to report that female resident had threatened her children, who stated they'd been playing tossing a plastic bottle back and forth which bounced close to perp's infant, prompting perp to tell them if they hit her son she would hurt them. Officer questioned perp who apologized. 8/21/1, apt., 540 Main St. Male phoned PSD, reported unknown person kicking apt. door. Officers responded, male was standing in front of apt., provided valid NYS license. He said he and roommate had argument and he left. He wanted to retrieve clothing and that he pays rent. His roommate stated he wanted him to move, the other male removed clothing, but stated he had computer and other property in apt. He was advised to make arrangement for their removal and to go to landlord/tenant court. 8/26/1, apt., 540 Main St. Anon. female informed officer someone was screaming at scene. Officer responded to scene. Older brother was holding younger brother, there were no apparent injuries nor pain being inflicted. Another youth said brothers had an argument. Youths' aunt was notified. Group was dispersed. 8/26/1, sidewalk, 625 Main St. Officer responded to scene for disputed between two youths. Upon arrival one youth was at scene, the other had left. Another officer located the other youth and both were escorted to PSD. They both stated it was a minor matter. Family members responded and did not press charges. No injuries occurred. 8/30/1, park, 543 Main St. Underage male youth in-house, stated he had been in a fight with another youth. His left eye was swollen, ice pack was applied. Officers searched for other youth. Y.O. went to 2nd youth's apt., informed mother of occurrence. Youth #2's lower lip had also been injured. Both parents responded to PSD, where they discussed the incident and all differences were reconciled and no charges were pressed. FALSE ALARM 8/26/1, Youth Center, 506 Main St. Officer observed several FDNY trucks in front of Youth Center. Per Fire Lt. they had received a 911 call from unknown caller, which turned out to be a false alarm. FIRE HAZARD 8/21/1, basement, 544 Main St. RIHM administrative officer requested a PSD officer to gain access to water main valve. There was a fire hazard at scene, basement cluttered with Xmas decorations, etc., belonging to hardware store. Several RIHM employees at scene. Hardware store owner and employee responded and will make arrangements to clear area. FOUND PROPERTY 8/19/1, street, 552 Main St. Officer saw a bicycle in front of PSD office, stored same in office. Subsequently female resident claimed the bicycle which she had left inadvertently. 8/19/1, sidewalk, Unknown, Anonymous female in-house turned in a RIOC maintenance radio (with o antenna) which she had found in the street. On 8/20 radio was returned to Maintenance Supervisor Baker who turned it over to the ACA (access control administrator). 8/20/1, sidewalk, 40 River Rd. Anon. female in-house, brought in a wallet containing credit card, driver's license etc. Msg. was left on NYC answering machine. 8/23/1, apt., 546 Main St., Female informed officer she had found gold ring that had been reported missing earlier in the month while vacuuming. GRAFFITI 8/16/1, Iž4-1, 540 Main St. Officer observed graffiti at scene. 8/16/1, west seawall, 595 Main St. Officer saw graffiti at scene. 8/20/1, A, lower, 510 Main St. Officer observed graffiti at scene. 8/24/1, A-7, 555 Main St. Officer noticed graffiti at scene. INVESTIGATION 8/17/1, apt., 546 Main St. Female resident stated she'd been assaulted by uncle while the latter was intoxicated. NYPD, EMS responded, victim refused both. No visible injuries. Matter referred to family court. 8/19/1, east seawall, 580 Main St. Officer was informed by resident male that while walking on East seawall he and family saw a youth with camcorder on 4 floor throwing food at them. Officer went into bldg., conducted a search from 7 to 4th levels with negative results, as well as outside bldg. 8/20/1, street, 400 and 500 Main. Female in-house said while walking to subway unknown male jumped in front of of her brandished a knife, but did not hurt her. Victim refused NYPD. Area searched with negative results. 8/21/1, bank, 619 Main St. Officers responded to bank for resident woman refusing to leave premises. Female was upset because bank had not executed her orders to have her money transferred from EAB to New York National Bank. She was escorted out of establishment, without incident. 8/23/1, street, 546 A Main. Cab driver informed officer that two males (resident/non-resident) had hailed him in Brooklyn. to bring them to bank at R.I. Synopsis: bank was not open, they had no ATM cards. Resident went to island friend who did not have cash, they came to PSD, they agreed to return later, which both did, and passenger brought the fare plus tip to PSD and driver was paid. 8/31/1, st., 550 Main St. Officer was pulling out of parking space in a Cushman, when a van made sudden stop. Officer approached vehicle and saw female's two children (7 months and 4 years old respectively) who had been not secured in children's seats removed from the vehicle by the mother. The woman stated she was sorry for not having children belted. She was warned and admonished. MENACING 8/16/1, courtyard, 8 River Rd. Officers responded to call of youth with a knife. Upon arrival they saw underage youth with sharp object in his hand, he was escorted to PSD with his mother. A pair of garden shears were confiscated. Y.O. prepared a Juvenile Delinquent report and released him to his mother. There were no witnesses to the actual menacing act. PROPERTY DAMAGE 8/24/1, 6-A level, 688 Main St. Officers responded to scene, where non-resident male had driven over a nail that punctured a tire valued at approx. $80. Officer did not observe a flat tire. M/G Asst. Mgr. notified. 8/29, WV pillar, 609 Main St. Resident in-house, informed officer she had seen a truck strike glass panel at scene while backing up while parking in an endeavor to make a delivery to bank. Officer responded and driver confirmed resident's statement. RIOC Superv. and RIHM Super at scene. RIHM personnel swept up glass. There were no injuries, no damage to truck. RIHM will be reimbursed for damages. SMOKE CONDITION 8/31/1, 7th floor hall, 510 Main St., Officer and RIHM super responded to scene of smoke condition, there was no key on file, both locks had to be drilled. Upon gaining access to apt., they ascertained that tenant had been cooking, left pot unattended and it caused the smoke. Note was left on door to pick up new key. THEFT OF SERVICE 8/26, restaurant, 549 Main St. Waiter riding a bicycle informed officer that male youth had fled restaurant without paying. Officers searched area with negative results. UNSECURED VEHICLE 8/19/1, 4B level, 688 Main St. Officer noticed vehicle's trunk open, look in trunk, nothing appeared to be missing. She secured vehicle, victim stated he would check trunk. There were no signs of tampering. VEHICLE ACCIDENT 8/18/1, turn around, 900 Main St. Hospital police phoned PSD reported accident at scene. Vehicle #1 struck vehicle #2 (which had damage) while driving around turnaround. Driver of first vehicle had expired permit. NYPD responded, issued her summons, and prepared accident report. 8/29/1, street, 563 Main St. Officer was walking south on Main St. when male in a FedEx vehicle stopped, and parked car approx. 3/4 feet from curb. Along came a south-bound GW bus that tried to pass the Fed Ex vehicle. Due to on-coming traffic and inability to maneuver, Driver #2's bus hit Fed Ex car, breaking driver's side mirror. NYPD was refused, there were no injuries. Necessary reports filed. WATER LEAK 8/3/1, apts., 575 Main St. Officer responded to scene, RIHM super and service man at apt. for report of water leak in bathroom. Plumbing company needed to repair damaged pipe in wall between two apartments. Tenant was not at home. 8/8/1, apt., 555 Main St., Officer responded to report of water leak, RIHM super and employee at scene. They entered apt. Bathroom was checked with negative results. Tenant not home. They then entered another apt. below and found the leak. Tenant also not home. Top lock was drilled. Both apts. were secured. 8/22/1, apt., 546 Main St. RIHM Super in-house, said there was water leak in apt. Officer accompanied him to apt., super opened door. Water was emanating from bathroom sink, faucet was running, stopper was in sink. Water was vacuumed up. Tenant not home. Apt. was secured. BLOTTER: SEPT. 1 to 16, 2001 ASSAULT 9/13/1, apt., 540 Main St., Arrest, Domestic dispute. Victim was transported to Mt. Sinai Hospital by EMS and perpetrator was arrested. NYPD at scene. CRIMINAL MISCHIEF 9/2/1. 8-B, 688 Main St. Officer responded to M/G about non resident vehicle's tire having been cut. And that he'd purchased a new tire ($115.77,) but officer did not get to see old tire. Reporter given address of 114th Pct. Officer searched area with negative results. 9/2/1, 3-A, 688 Main St. Resident informed officer at scene that unk person had attempted to remove car's hood ornament, which was slightly bent. Officer searched area with negative results. 9/3/1, hall, 580 Main St. RIHM super informed PSD that hall window had been shattered by youths playing ball. Window being replaced while officer was at scene. 9/3/1, hall, 546 Main St. Officer observed holes in wall adjacent to two apts., searched area for more holes. There were none and notified RIHM. 9/8/1, front of, Outdoor Tennis Courts, Officer noticed Dasani water dispensing machine lying in the crosswalk at scene. A large rock was near machine. A Rep. of Coca Cola Co. was notified, who stated it would respond on 9/10, and a NYPD report would be filed at that time. Sgt. secured area with Caution Tape and officers to make frequent checks of the area. 9/11/1, apt. door, 546 Main St. Female in-house, reported that unknown person had smeared unknown substance on the door knob and upper portion of her apt's. door. RIHM superv. was notified. No one was in area when officer searched area. 9/15/1, front of, Outdoor Tennis Courts, Sgt. responded to scene for report of soda machine having been knocked down onto its front side, cordoned off the area, and notified Coca Cola Co., whose personnel will be available Monday to possibly remove machines from that location. 9/16/1, EW school, 580 Main, Officer responded to scene for report of window with a hole in it, and two other shattered windows. RIOC facilities personnel notified, area searched for perp with negative results. DISORDERLY CONDUCT 9/4/1, street, 559 Main St., Arrest. Officer observed male resident in a verbal dispute with another male. Perp was yelling and using foul language at other man. Officer ordered him to lower his voice and leave area, he became irate. Officer arrested him, escorted him to PSD, where he was issued a criminal summons. FIRE 9/7/1, east seawall, 580 Main St. Officers responded to scene of rubbish fire in trash can, which they extinguished. 9/8/1, blackw. pk., 500 Main St. Sgt. and officer responded to area for report of rubbish fire, where local youths had already extinguished it by pouring water on it. 9/13/1, park, 500 Main St. Sgts. on scene of rubbish fire in trash container, which one of them extinguished. ACCIDENTAL PROPERTY DAMAGE 9/7/1, west seawall, 595 Main St. Officers responded to scene of truck having crashed into tree, severing 4 ft. long branch. RIOC engineer informed, who stated there had been no major damage to the tree. DISPUTE 9/6/1, library, 524 Main St. Library assistant phoned PSD, asking for PSD presence. Officer responded, victim #2, a male - was in verbal dispute with 3 underage female youths . It seems a youth was being assisted by librarian at computer, when former got up, her backpack accidentally struck victim #2 on back. An argument ensued, he claimed to have been struck on the back with unknown item. He refused medical attention, stating he would refer matter to NYC Library Supervision and he was escorted out. RI Librarian stated NYC Library investigations department would investigate the incident. DOMESTIC INCIDENT 9/10/1, apt., 560 Main St. Female in-house stated husband assaulted her; 911 requested and responded. PSD, NYPD responded to apt. with victim. NYPD prepared domestic incident report. GRAFFITI 9/3/1, stairs, 540, 546, 560 Main Officer observed graffiti at J-3, 4, 5, G-3. HAZARDOUS CONDITION 9/4/1, adjacent to 1 Main St. Officer informed Sgt. that when he drove Cushman over to allow Q102 bus to pass, left rear wheel caved in, because of ground erosion caused by a water leak. It seems MTA sub-contractor had caused problem. Matter to be discussed on 9/5 at Construction Meeting. Area closed until tomorrow. INVESTIGATION 9/2/1, apt., 4 River Rd. Unknown person inadvertently set off emergency alarm in apt. FDNY and PSD responded. Victim refused entry to FDNY to apt. 9/4/1, apt., 560 Main St. Female informed officer youth had spit at her door, officer knocked on neighbor's door, victim thinks youth lives there, but could not supply description. RIHM porter will be sent to clean door. Incident being referred to Y.O. 9/5/1, crosswalk, street, 540 Main St. Sgt. responded to scene. Officer stated he was conducting an escort service for Tram Bookkeeper, when he stopped the Cushman he was driving at crosswalk, then proceeded. A woman was crossing with a child in stroller and he stopped same, before it could strike woman/child. Woman stated vehicle struck stroller. No damage to child or stroller. Child was walking and did not appear to be injured. There was language barrier. She requested husband be contacted, he advised that EMS be requested and that child/mother be taken to hospital, EMS did so - to Elmhurst Hospital. Tram Bookkeeper was witness, she stated child had not been hit. 9/7/1, doctor's office, 501 Main St. Sgt. and officers responded to scene for possible theft of $28 from victim's pocketbook by resident youth. Pocketbook had been left in stroller. Accused youth was searched by officer with negative results. Youth's mother contacted, NYPD was refused by victim. Matter referred to Y.O. 9/8/1, apt., 555 Main St. Sgt. on scene for report of a bag on victim's terrace, officer went to terrace, retrieved bag which was empty and removed same. 9/13/1, southgate, 1 Main St. Several NYPD cars on island with alarms/ lights going, asked for access to Southgate for report of alarm sounding at scene. Emergency exit door to 53 St. tunnel was open. NYPD requested back up from ESU, Dep. Chief Inspector responded, ESU entered tunnel from Queens Plaza and the Lexington and 53 St. sides with negative results. MISSING PROPERTY 9/7/1, m/g, 688 Main St. Male non-resident informed patrolling officer that he'd locked and secured his vehicle, incl. alarm. Upon returning he unlocked car and discovered a laptop valued at $800 missing. Sgt. responded to scene, he and officer saw that no locks or windows had been broken or tampered with. NYPD responded and prepared report. 9/7/1, 3 laundry, 560 Main St. Female in-house stated she'd left a $300 R. Lauren comforter in dryer, upon returning same was not there. Officer searched laundry room with negative results. RECKLESS ENDANGERMENT 9/12/1, adjacent to 300 Main St. PSD officer radioed Central about a suspicious package (green backpack) found by NYPD transit officer on walkway between Tram and Racquet Club. Deputy and two sergeants responded to scene, where a transit Sgt. at scene. NYPD emergency service units responded. NYPD Capt. responded, as well as ESU Lt. Vehicle and pedestrian traffic secured. Bomb Squad detective responded, determined that package was an intentional fake bomb, designed to cause public distress. NYPD removed the package as investigative evidence. SMOKE CONDITION 9/12/1, apt., 595 Main St. Officer responded to apt., met RIHM super for smoke alarm. Super cut hole in sheet rock in order to gain entry. Upon entry, a pot was on stove, pilot light was out and apt. was full of smoke. They opened window. Hole in sheet rock to be repaired by RIHM. Apt. door locked. TRESPASSING 9/12/1, west seawall-river, 200 Main St., Arrest. GW Hospital police officer phoned PSD, reported having seen two persons in the river. Two Sgts. and an officer responded to scene, confirmed the afore-mentioned. Perps were taking pictures. They were arrested, escorted to PSD, and each issued a criminal summons and released. VEHICLE ACCIDENT 9/1/1, street, 513 Main St. Resident in-house reported he was parking a rental truck and accidentally hit a wagon which was parked. It caused some damage to the Ford wagon. 9/15/1, sidewalk, 543 Main St. While making a turn a garbage truck struck a concrete pillar, knocking same down. All of driver's information obtained.
